The MSJC BOT approved the filing of the 2012-2016 Five Year Construction Plan with the State Chancellors Office on 8/12/10.  The plan consists of twelve projects.

The San Gorgonio Pass - Permanent Facility with 42,014 ASF (assigned square feet) is listed for occupancy 2015/16 at a stated total cost of “$44,564,000 NonState funding”.

CPEC (California Post Secondary Education Commission) require a new campus project to reach 500 FTES (full-time equivalent students) and submit a comprehensive enrollment history/study before said project can be state approved and eligible to receive state capital outlay funds.  This campus is totally dependent upon a local bond for all costs including mitigation costs for the extreme flood control issues on site.

One administrative recommended “Board Goal” (Res. 2009/10-052) is “Institutional Pride and Organizational Culture”.  What is the organizational culture at MSJC?  Does that organizational/board culture produce the best and highest decision making for students and taxpayers or is it “Groupthink”?

Educational Centers

Effective April 1, 2009, a community college off-campus operation that seeks conversion to a state-

approved educational center must enroll a minimum of 500 annual full-time equivalent students

(FTES) during the year immediately preceding the district’s proposal submission.

Discussion

Current Commission guidelines require an off-campus operation to serve a minimum of 500 fall-

term FTES before it can be recognized as a state-approved center and eligible to compete for state

capital outlay funding. The Board of Governors threshold is nearly identical, except it requires at

The CPEC report clearly states that the proposed San Gorgonio Pass Campus will NOT receive and/or be able to compete for state capital outlay funding, i.e., “matching grants” until said campus meets enrollment criteria of 500 FTES and state approval.

What is FTES

? What is Headcount?

In the following example, Meagan, Debbie, and Carlos are each students at MiraCosta College.  In headcount, we count each student as an individual regardless of the number of classes or hours they are taking.  With our example below, we have 3 people, therefore our headcount is three.  This is different than FTES (Full-time Equivalent Student).  One FTES is equal to enrollment in 15 semester hours (not units) each week for two semesters.  For those students who attend less than 15 hours each week, we piece their hours together.  In our example, Meagan’s nine hours, Debbie’s three hours, and Carlos’ three hours equal 15 hours and are therefore equal to one FTES, if they took the same hours Fall and Spring. Three people, but only one FTES.

Kadow appointing his wife “campaign manager” is amusing.  He is indeed the puppeteer of the project.

Without state approval by CPEC (California Post Secondary Education Commission) the project will NOT qualify for state matching grants, bond or operating, until it generates 500 FTES (Full-time equivalent students) which would be upwards of 1200-1500 enrollments and/or +250 sections.

MSJC has NOT submitted to the Chancellors office or CPEC,  a ‘letter of intent’ for this project or begun the comprehensive enrollment studies, etc. required by CPEC for state approval.  CPEC won’t stop the project, but the project will not be able to compete for state funds, capital construction bonds and/or operating.
