Is this Trustee Sparkmans’ end run to prevent the development of a Wildomar Campus Center?  Leased space does not qualify for additional growth funds or operational revenues, making all FTES served in leased facilities subsidized by existing state approved campus/centers.

The MSJC BOT has had NO discussions on this project.  Is it secret?

Sparkman may have a conflict.  Who’s interest does she represent?

“MiraCosta trustees will ask the California Supreme Court to overturn a recent appellate court ruling that invalidates a roughly $1.6 million settlement between the board and its former superintendent president.”

“Trustees voted 4-2 in a closed-session meeting Tuesday to appeal the ruling to the state’s highest court.”

“In a Nov. 23 ruling, that court found the settlement between the college and former president was void because it exceeded the value of 18 months’ salary and benefits—the maximum the state allows in contract buy-outs for executives of local agencies.”

The boards original legal advice should have been the same as the Nov. 23rd ruling.  It’s hard to believe trustees want to have this latest court decision “overruled”.   Nuts!

“According to the National Center for Developmental Education, about two-thirds of new community college students need very basic remedial help.  Allowing these poorly prepared and unqualified students open enrollment access into taxpayer-subsidized, relatively costly four-year degree programs is a dubious use of funds.  This point may be uncomfortable, but it is inescapable.”

Community Colleges should tighten up the core instructional curriculum with a limited elective offering over a rotating/sequential four semester plan allowing full-time students to complete general education requirements in four semesters.  Students requiring remedial education should NOT be accepted at the four-year institution.  Remedial education should be offered at high school locations.

Keep community college two year offerings simple and increase transfer rates.  Private colleges allow students access to a computer software counseling plan, with semester by semester requirements, to counsel themselves relative to graduation requirements.  This saves millions of dollars in student service expense.

“Administrators expect to begin offering classes at the Banning campus, Spring 2011.  The campus will initially be located on two acres and consist of six classrooms, administrative offices, restrooms and 110 parking spaces with modular buildings.”

The amazing fact about this campus planning is that NO enrollment projections and/or business plan has been provided to the Board of Trustees.  The architect has not made a BOT presentation of the design and to my knowledge the BOT never discussed such in a public forum or voted for the concept design.

MSJC Board Chair Kadow has had profound influence to see his dream realized without need for full BOT discussion. The process over the past two years has been much like the current democrats in the senate/house on the health care bill….private/behind closed doors.  “Build it and they will come” best describes the  MSJC planning process.
