At the September, budget presentation, the MSJC board was informed of the on-going $500,000 deficit in the MSJC Child Development Program.  A college task force has been formed to problem solve to reduce the current deficit amount and continue to be able to serve students with this program.

The program has struggled with an operational deficit from its beginning in 2000.  The accumulative deficit over eight years was not reported.

Independent investigations are paramount to an institutions public and internal reputation.   Having the same law firm investigate an employee complaint that administration formerly used to deny the complaint is suspect ethics.  Some HR departments are known to cause more conflict than resolution, thus escalating complaints and legal expense for the institution.  HR should be helpful not adversarial.

“Schools are funded based on enrollment that is estimated for budget purposes.  CC are allotted money based on anticipated enrollment, not actual enrollment.  If more students enroll than were planned for, the school receives no money for the addtional students.”

Available growth funds for overcap enrollments depend upon unused/excess state growth dollars.  If all colleges grow to “cap”, then there are no excess state growth funds available for overcap FTES.  However, in most previous years, there have been unused/available state growth funds to serve a percent of overcap FTES in the state.  MSJC presently reports overcap enrollments above the college growth allocation.  Overcap funding is not guaranteed and fluctuates from budget year to budget year.
