“Should the mid-year budget proposal pass, California community colleges would be forced to turn away 262,845 students, according to Scott Lay, president and chief executive officer of the Community College League of California.”

If state mid-year cuts are 5%, MSJC will need to cut 10% or use reserves funds.  These types of cuts are usually made on the backs of students through “enrollment management” efforts which cut available class sections impacting access.  It is highly unlikely that overcap FTES will be fully funded.

“Roger Schultz, superintendent/president of MSJC, said international students allow other students to experience cultures, values, foods and traditions from around the world without leaving the Inland area.”

“Since Schultz came to the college in 2001, international student enrollment has grown from fewer than 10 students to 54 this fall.  The college also has added a full-time clerk who tracks government regulations for international students and handles their application.”

MSJC offers its own students international educational opportunities through partnerships with other community colleges for semester study abroad programs for those students interested.

Per the S/P, regarding a PD claim, the district “denied the claim” at the November BOT meeting.  A claim which according to Government Code 945.4 should have been on the open agenda and was not.

However, per the district’s PIO statement issued November 21st, no claim has actually been filed.

“Presently, the District has not been named as a defendant in any tort claim or lawsuit regarding matters involving the police department, nor has any complaint regarding the police department or its officers actually been filed.”

May-be Board Chair Sparkman can explain the two contrary answers.  The vote by the BOT contradicts the PIO statement.  Will there be a correction?

Blog:  Based on this communication, “the District has not been named as a defendant in any tort claim or lawsuit”.   Why did the BOT report out a vote, if not named as a defendant?

“According to a Riverside County Government tort claim, three MSJC police officers claim they were forced to quit under pressure for threatening to expose corruption in the department.”

“After filing the court claim last month, the three officers expect the county to respond within the next two weeks.”

Why would the MSJC Board of Trustees vote to reject demands in a tort claim against Riverside County?  The college PD is under jurisdiction of the college, not Riverside County?

“Two probationary police officers and a reserve officer left MSJC’s police force this year and have filed claims against the college alleging co-workers including the police chief acted inappropriately.”

“A 37-page exhibit, drafted in the form of a legal complaint, details conflicts with former co-workers and suggests that other employees violated district policies.”

“Their claims of wrongful termination, breach of contract and employer policies, and defamation were rejected by college trustees at a Nov. 13 board meeting.”

With the district spending upwards of $1,000,000 annually for this police department,  all of this is an embarrassment and a waste of taxpayer/district assets.  Release of probationary employees do not require reasons and the other guy was a volunteer.

“MSJC isn’t using all the space in its leased Temecula Ed Complex building, so it  will sublease space to Chapman University College, which will offer students a chance to earn bachelor’s or master’s degrees on site.”

MSJC pays $46,782.45 monthly rent for 28,353 sq.ft of leased space.  Chapman will sublease 3,875 sq.ft. for a starting rent of $6,393.75 per month plus utilities and maintenance.  The sublease continues through the term of MSJC’s lease, ending January 31, 2011.

The lease of $600,000 per year plus improvements to the building estimated to be $1,000,000 is a very costly endeavor financed with re-financed lease revenue bonds which carry an annual general fund expense of $850,000.

The district currently owns an empty 15 classroom building on the Menifee campus needing improvement to meet field act requirements.  Once improved, the empty Menifee buidling would qualify for state growth funds and permanent base funding. The Temecula Ctr does not.  The administrative decision to improve a leased facility at such high cost above an owned facility on campus is counter to sound business practices.

“In the past year, four-year Cal State San Marcos and two-year MSJC have opened satellite classrooms in the City.  Concordia University and University of Redlands also have Temecula campuses.”

“Laurie McLaughlin, dean of instruction for off-site programs at MSJC, said the college found it was losing students from the Temecula ZIP codes.  MSJC opened its own Temecula complex in April with 240 students.  This fall, 1,300 students are enrolled.”  McLaughlin said.

MSJC “was losing students” for five of six years previous to 2006, because administration did not increase class sections up to the funded growth allocation, resulting in an accumulated permanent loss of $10 million dollars per year for all future years.  In 2006, under a new president, the college grew above the state growth allocation, increased permanent base funding by 10% for all future years, and reversed the trend.

The Temecula Ed Center is positive for students.  To ensure permanent base funding with growth allocation, the college should begin the formal application process (CPEC) for recognized “Center” status by the state.  Doing so requires a minimum of 500 FTES without negatively impacting enrollments at other state approved campus sites.
