MSJS Banning: College to stay open during review process/PE

“MSJC’s Pass campus in Banning will be able to continue operating while the college prepares a court-ordered environmental report about site development activity. The judge gave the college up to six months to circulate a draft environmental report on the work already done at the site and work anticipated in the San Gorgonio Pass Campus 2050 Facilities Master Plan reviewed by college trustees in July 2010.
“The district owned site is on the southeast corner of Sunset and Westward avenues, south of Interstate 10.”

Education Code 81033 clearly states the a “governing board of a district prior to acquiring any site on which it proposes to construct any school building shall have the site investigated by competent personnel to ensure that the final site selection is determined by an evaluation of all factors affecting the public interest and is not limited to selection on the basis of raw land cost only.”
This land was cheap. The location has huge drainage/flood issues and there are three (3) high pressure gas lines nearby, one of which is 1500 ft from the center. The required EIR will address these issues.
