RCC Moreno Valley: College official faces corruption charges/PE

“A Moreno Valley College official on Wednesday was charged with eight felony counts stemming from a wide-ranging corruption case involviing a San Diego County school district.”
Gregory R. Sandoval, 58, who was hired in October 2010 as vice president for student services, was one of four current and former officials of the Sweetwater Union High School District facing charges, according to San Diego County District Attorney Bonnie M. Dumanis.”
“The widespread corruption we uncovered during our investigation of this case is outrageous and shameful. For years, public officials regularly accepted what amounted to bribes in exchange for their votes on multimillion-dollar construction projects.” Dumanis said in a prepared statement.

How was Sandoval hired by RCC and what type of background check was done by the HR department? With California college administrators receiving some of the highest salaries/perks/retirements in the state, one would expect a competent HR department to find this out. Boards of Trustees are expected to accept most staff recommendations for hiring, however, with this type of situation, it makes sense for board members to do some background research on their own and ask questions as staff info can be very selective and subjective.
