Banning City Council voted 4-1 to support MSJC Bond/PE

“The BanningCity Council voted 4-1 Tuesday night to support a bond measure that would finance the construction of a MSJC campus in the Pass area. Councilwoman Debbie Franklin voted against the council backing the initiative.”
“Franklin said she supports education and the college but this is not the right time for the measure.”

The $47,000,000 bond will NOT qualify for state matching grants because enrollment levels are far below the state guidelines of 500 FTES and the college cannot seek state approval until said enrollments are reached. That will take years. The campus will also NOT receive operating funds. Where will those come from?
“Measure U” is the board chair’s personal “job stimulus plan” for the Pass and is counter to the district’s own Educational plan which does NOT propose a Pass campus until 2025-2030.”



This is yet another Gene Kadow ego trip … y’all should get off at the next stop. Does every city need an MSJC campus? Isn’t the Pass area about a 15 minute drive to San Jac? If Pass residents really want to go to school, they’d be going. When is this BOT going to shake out the cobwebs and get with the program? In these trying economic times, less is more!!
No proposed budgets have been provided/presented/discussed with the BOT in regard to the operational expenses of this endeavor. The state is not funding new growth FTES. According to apportionment reports MSJC has reduced FTES -399. The Pass campus proposal is the wrong one at the wrong time. The state won’t intervene, but they know they have no fiscal responsibility for an unapproved campus.
