“Recommendation Regarding FTES Threshold for Community College
Educational Centers
Effective April 1, 2009, a community college off-campus operation that seeks conversion to a state-
approved educational center must enroll a minimum of 500 annual full-time equivalent students
(FTES) during the year immediately preceding the district’s proposal submission.
Discussion
Current Commission guidelines require an off-campus operation to serve a minimum of 500 fall-
term FTES before it can be recognized as a state-approved center and eligible to compete for state
capital outlay funding. The Board of Governors threshold is nearly identical, except it requires at
least 500 FTES annually. “ Source: CPEC Report 09-08 March 2009

The CPEC report clearly states that the proposed San Gorgonio Pass Campus will NOT receive and/or be able to compete for state capital outlay funding, i.e., “matching grants” until said campus meets enrollment criteria of 500 FTES and state approval.

Just one question. Since to recieve matching funds the Banning/Beaumont area must have the 500 FETs, what today is the number of FETs does this area have? The area should not have a costly campus without the ability to support itself with state funds. Thank you for being a good steward for the people of the San Jacinto Valley.
The 7/26/10 Fall 2010 District Enrollment stats indicate # of sections this semester overall is equivalent to 3 yr ago levels and is “down over 175 sections vs. last yr.”
The 8/2/10 Fall 2010 Enrollment stats indicate overall district class sections offered are down 10%. That same report indicates the “Pass” at 16 sections, 411 filled of 520 cap, 47 FTES, 310 head count.
Compare that to the Temecula leased outreach center stats on same report of 114 sections, 3,306 filled of 3,560 cap, 354 FTES, 2,110 head count. FTES levels at Temecula for one semester would meet state requirements for 500 FTES annually.
