July 15th, 2009“The 2008 Title 5 regulations authorize the Board of Governors to grant provisional approval to a center if it is to be located in a high population growth area and if an enrollment analysis clearly shows that it would serve 500 FTES (Full-time equivalent students) annually by the third year of operation. Current Commission guidelines do not contain criteria governing provisional approval.”
“Cost effectiveness can be accomplished by placing educational centers strategically in high population growth areas where the host district is at or near capacity and student demand is expected to increase substantially.”

The projected Banning campus site is NOT in the highest population growth area of the district. Temecula would better qualify for said status than the proposed Banning campus. The enrollment guideline of 500 FTES will be impossible within the third year operational deadline at the Banning site. With current state fiscal conditions it could take 15 years to meet said enrollment requirements. Purchasing modular structures without operational revenues is short-sighted.
This issue needs to be presented to the full board for discussion and vote.
