Banning council to consider deal to help develop MSJC campus/PE

“According to the agenda, the council will consider the agreement, or memorandum of understanding, when it convenes as the governing board of the Community Redevelopment Agency.”
“As part of the agreement, the city would spend $750k for on-and off-site improvements. Funding would come from 2007 redevelopment bonds.”
“The agreement states that the college has already acquired 48.6 acres for the purpose of building school facilities and intends to purchase additional property.”

To date, there has been NO discussion/presentation/information to the BOT in regard to this MOU. In fact, not even a first draft. Who approved the MOU and who decided MSJC would purchase more land? The Board Chair?
Without state approvals of the site and a comprehensive application process at the state level, there will be NO available state operational revenues. Hmmm.
