“Schwarzenegger has proposed slashing funding for community college PE courses by $120 million, or about 40%. Because many community college PE instructors double as coaches, the funding cuts and any subsequent layoffs could kill many sports programs.”

A perfect example of poor fiscal assessment by government. PE courses and sports programs are some of the least costly. Most teams pay for their own uniforms, equipment, etc., with fundraisers! Coaches receive low level stipends.
The LARGESS expense to the state are the Administrative/Union contracts. Cutting these in salary/benefits is in the best interest of the taxpayer for future sustainability. Reality is that Administrators write their own contracts and leapfrog off each other for increases. Boards reward friends/associates with bonuses from the taxpayer purse.
A state bankruptcy, would cancel such contractual expense allowing for renegotiation at lower cost/benefit. Just like GM, the Unions + high executive pay killed the company. Those same factors are killing the state of California. Wake up Arnold!
