The fiscal “crisis” in California is the hope of a new improved financial situation. Policies that protect politicians’ self interest need to be reformed. Public agencies/boards have no industry standards to appropriately judge efficiency or inefficiency.
Zero based budgeting would improve fiscal policy, outcomes and savings.
