MSJC PD presentation at Board Work Session

The MSJC Board of Trustees met on October 9, 2008 At Soboba Country Club for a Work Session. There were no members of the public and few employees in attendance.
Under “Human Resources” the MSJC Police Chief presented a MSJC PD overview consisting of “Mission, Vision, History, Certification, Jurisdiction, Legal Authority, Patrol, Departmental Overview, & Disaster Preparedness”. The presentation dealt mostly with Disaster Preparedness and the importance of district compliance by implementation of a District Disaster Plan.
Under “Jurisdiction” the powerpoint stated “Ed Code 72330 establishes legal authority for all Boards of Trustees of California Community Colleges to establish a police department and the departments’ jurisdiction.” Under “Patrol Area” the powerpoint stated “patrol of all campus properties and one square mile around each campus”.

Current crime statistics were not presented as per the “Clery Act”. (See weblink)
2007 PD crime stats indicated “98% of arrests are non-student”. “Non-student” arrests on campus, within the one square mile or outside that jurisdiction were not differentiated. In 2005, the MSJC PD crime comparative stats far surpassed RCC, UC Riverside, Mira-Costa & Chaffey. This could indicate a more pro-active approach towards crime or a broader area of patrol outside of the stated “one square mile around campus” by our PD.
MSJC Board Policy 7610 does not address the “one square mile around each campus” patrol as presented by the Chief. It should.



Nobody has ever explained why patrols off campus make the students safer on campus.
Fact: When officers are off campus response time for crimes on campus is greatly increased.
Fact: The bad guys are more likely to commit crimes on campus when the officers are not there.
Am I missing something?
They patrol one square mile around the campus?
At Menifee that would mean half of the patrol area is across the freeway several miles away when using available roads. At SJC that means about one third of the patrol area is the mountain next to the campus. These patrol areas are to stupid to be real. Does the Police Chief just make stuff up with no supervision?
It is obvious the stated patrol area has no logical, rationale thinking to support it. It is completely arbitrary and has no connection to student safety. The patrol area also includes routes taken to and from the officers homes as they travel them in uniform, on duty in the District police cars. The purpose and the objective of the patrol area is not clear. Why not?
Ann, with all these posts what does the B.O.T. intend to do about all the issues at the P.D.? My neighbor told me the second in command has been placed on paid leave pending an internal investigation. Whats going on over there?
