September 15th, 2008FYI/Board Agenda - Request for Approval of CC Educational Centers/ Items 2.3, 3.3, 3.4
Note: In order for any California Community College to receive state funding for FTES as an “Educational Center” or “new campus center” it must receive approvals from the Board of Governors meeting select criteria established by Title 5 regulations. This request for conditional center approval is pursuant to Title 5 section 55185 (b) which provides:
(b) If the service area of a proposed educational center has an exceptionally high rate of population growth, as determined by standards set by the Chancellor, the district may obtain conditional approval of the educational center by demonstrating that, by no later than the third consecutive full academic year of operation that is used for eligibility to become an educational center, the proposed center will be able to generate at least 500 FTES in a year. This conclusion must be based on a thorough analysis, which includes but is not limited to, a review of the facility development schedule, population trends and projected demand for the educational programs to be included in the proposed educational center. Once the district demonstrates that the educational center has generated at least 500 FTES as reported on the district’s most recent final attendance report, then full state approval of the educational center may be granted.

The newly established Temecula Educational Ctr and the future proposed San Gorgonio Campus Ctr have not submitted requests for approval to the Board of Governors for new center approval.
An enrollment location is not a “center” by state definition unless it meets state criteria for 500 FTES capacity generated and has received state approvals as a designated “center”. The difference is $1 million dollars of program based funding per year, per state approved “center” and a bump in growth funds for enrollments in those locations. Due diligence for state approvals of “centers” is of highest benefit in providing access.
