The California Community College system continues to have an overflow of new enrollments through the front doors of the institutions with much lower completion rates through the back door. Boards who set policy with measurable outcomes and frequent review are best able to determine which strategies work best in the retention of students. Holding administration accountable for measurable outcome is in the best interest of the taxpayers and students. However, few boards do so.
