The report clearly states:
“The process for each public higher education system to establish a new educational center, as defined in the definitions section of the guidelines is as follows:”
1. Preliminary Notice
“The governing board of the system or district shall forward to the Commission a Preliminary Notice of the planning event.” This notice shall indicate only the general location of the proposed new institution, the type of institution under consideration, the estimated enrollment size at its opening, and within five years of operation, and copy of the agenda item discussed by the local district. A Preliminary Notice shall represent only an informational process, and will not require formal consideration or approval by the Commission.
2. Letter of Intent
“Not less than two years prior to the time it expects to convert an off campus center operation to a community college educational center, a district should submit a Letter of Intent.” The Letter of Intent should contain a preliminary five -year enrollment projection, the enrollment history of the off-campus center, the location of the new educational center and brief description of each site under consideration, maps of the area indicating population densities, district’s most recent five-year capital construction plan, a time schedule for development including preliminary dates and enrollment levels at the opening, intermediate, and final build out stages, tentative five-year capital outlay budget, copy of resolution by the district governing board authorizing the new educational center, the identification of neighboring public and independent institutions in the area of the proposed campus is to be located.
3. Needs Study
“The purpose of a Needs Study is to provide evidence of the need for and location of new institutions and campuses of public higher education.” A Needs Study is complete only when it fully addresses General Description and Overview; Enrollment projections; Alternatives; Academic Planning and Program Justification; Student Services and Outreach; Support and Capital Outlay Budget Projections; Geographic and Physical Accessibility; Effects on Other Institutions; Environmental Impact and Economic Efficiency.
“When the Commission Executive Director has certified that all necessary materials for the Needs Study have been received, the Commission within 6 months, will approve or disapprove the new institution.”

If MSJC is ever going to realize an Educational Center (by State definition) in Temecula or a Pass Area Campus, these are the first steps necessary. Doing otherwise is and has been non productive.



I think Jon Tyler owes the employees and the taxpayers an explanation. Why would they buy a site and put up a sign before filing the letter of intent? Maybe he has a good reason, let’s here it. Don’t public officials have to explain the use of taxpayer funds?
