What is “manageable” mitigation cost? The statement about CPEC looking for “demographics” is also misleading. According to the Chancellor’s Office, Facilities Planning Manual, the first of four basic steps to approve a new college or center is:
(1) “Evaluate the growth potential in the district and the capability of the existing colleges, campuses, educational centers and outreach operations to absorb the growth.”
Assessment of Needs and Preferences, Title 5, Section 55829 as:
(2) “Projections of potential enrollment demand in the service area that demonstrate significant unmet need, taking into account plans of nearby secondary and postsecondary institutions.”

It is interesting to read in this article that Kadow has so much education experience. If you notice, he does not mention his teaching at Crafton Hills College, which he used to bring up all the time! That’s because he left students stranded in the Spring by walking out on his class when he found out that he would not be in the next Fall schedule. Ask him about it.
What CPEC requires for approval of a center is clearly outlined in their report 02-6, and of course it requires enrollment projections, but the college hasn’t even started the process with the preliminary notice or the letter of intent. Instead Kadow is out there with a local bond issue not even asking if the State will fund it.
