MSJC authorizes lease of Pacific Plaza Building

The MSJC BOT authorized college administrators to negotiate a three-year lease with Trustee Ann Motte dissenting due to a lack of provided information and suggesting such decision should be made by a new president.
Information presented to the BOT in June 2007 by then VP Becky Elam clearly indicated said location had non-sufficient parking and no budget for TI’s. College officials said otherwise.
Upon inquiry, Interim VP of Business, Dennis Hogan, stated the FTES generated from the project would be fully funded and because the project is a “center”, it would receive growth funds.

Hogan is wrong. By state definition, the leased space is an “Outreach Operation” which is offering courses in leased faciites which have not been formally approved by the Board of Governors. “Outreach Operations” are combined with a college for accreditation and reporting purposes. They receive no bump in FTES state growth allocation.
All FTES generated in an “Outreach Operation” will be funded from the existing growth allocation (cap) provided to our two approved sites, San Jacinto and Menifee. The same scenario applies to the newly acquired APU building until and/or unless the district seeks state approval. This may be the perfect storm for generating so many FTES above cap that the budget is negatively impacted.
The districts stated position that all growth is fully funded is pure speculation and counter to past history.



Ann’s conclusions are the result of excellent reasearch, analysis and expierence. She articulates her positions and supports them with information and data from sources of authority.
The administration simply states it’s conclusions without any facts,reports,citations or data. And the incredible part of this is that we are talking about a COLLEGE! Where the hell is the faculty and the academic senate?
What does “academic” mean? Do they have postions on these issues? Where is the critical thinking they teach students?
How could the administration predict full FTES funding for the Temecula project when there isn’t even a Governor’s proposal yet for the 07/08 State budget. Assuming there is any growth allocation, it is then assumed that the allocation will fund all growth in the State. That’s a big bet. Will they back up their bet and hire 50 full time faculty to staff the MVC Tech bulding, and the Azusa facility and now the Temecula ‘center’? This is the District that has a history of not making cap. Are they simply going to let the new guy figure it out?
