Appeal to Voters/Taxpayers
August 21st, 2007This is an appeal to the voters/taxpayers in the upcoming election at MSJC.

Incumbents, Gene Kadow and Joan Sparkman have directed administration through Board Policy, to not be required to produce valid information requests to Trustee Motte.
J. Tyler, noted by Memorandum dated 08/09/07 to Board members, Board Policies 2430, 6340 and 6100, as adequate response to a board members (mine) request for information pertaining to the district’s Educational Master Plan bids and the business plan relative to the Lease of Office Space in Banning. No other information was provided.
Board policy 2430 states: “The S/P shall make available any information or give any report requested by the Board as a whole. Individual trustee requests for information shall be met if, in the opinion of the S/P, they are not unduly burdensome or disruptive to District operations.”
Board Policy 6430 states: “The Board delegates to the VP of Business Services the authority to enter into contracts on behalf of the District. If the best interests of the District will be served by a contract, lease, requisition or purchase order through any other public corporation or agency in accordance with Public Contracts Code Section 20652, the VP of Business Services is authorized to proceed with a contract.”
Board Policy 6100: “No contract shall constitute an enforceable obligation against the District until it has been approved or ratified by the Board.”

Without comprehensive information it is impossible for an elected official to act in the best interest of the students and taxpayers we represent. The arrogance of members Kadow, Sparkman and administration is appalling. No elected official should need to resort to the California Public Records Act to acquire basic public information from the very agency one is elected to represent for the people.
