Audit: MSJC paid more than allowed to former president/NC Times

This article by Brian Eckhouse, posted today in the NC Times. The article states that most college officials and leaders declined to comment on the Giese matter, saying it was between the state retirement system and Maas Cos., which technically employed Giese.
“We don’t know what Maas paid Giese.” said Bill Marchese, MSJC spokesman
Trustee Joan Sparkman, could not explain how Giese’s salary exceeded the legal limit. “I have no idea,” she said. “That’s the Maas Companies’ business.”
“If I had not made that inquiry, the retirement system wouldn’t have known, because it wouldn’t have been reported.” Motte said.
Blog: Did Sparkman not read the audit? Sparkman’s responses contradict the findings and are the same told to me by the board, J. Tyler, B. Elam and M. Maas for the nine months previous to the audit.
After presenting all of them with a letter from CalSTRS last January stating “the college is responsible to report retirement earnings of a third party employee” and a now a state audit faulting the college for not reporting Giese’s earnings to CalSTRS, Sparkman and college continue to state “its not college business”!
Sparkman’s comments contradict the comments of Michael Maas, president of Maas Co., made June 15, 2007 to the Press Enterprise
“Michael Maas, president of Maas Co., said he properly reported Giese’s earnings and tax withholdings to the state and federal government and that any issue CalSTRS has with reporting is between the college district and Giese. “It’s the college district’s responsibility - not mine - to report earnings to CalSTRS,” he said.

Where is college counsel? Does counsel disagree with findings of a “State Audit”?
More subterfuge, more confusion, more deception and much hypocrisy.



This certainly seems to validate your efforts. The final report released on Sept 5th should be VERY interesting.
There is a culture of dishonesty, deception and personal gain encouraged and rewarded at the college. Anybody who resds this audit will easily see how they operate this public agency. Sparkman, Kadow and Slange have violated their oath of office and the public trust. Just read the uncontested audit.
How could the college not know what Giese was paid? Wouldn’t that mean that Giese didn’t know what he was paid himself? He intentionly failed to report his earnings to STRS in an effort to collect his retirement and salary at the same time. The board majority played three blind mice while ridiculing Ann Motte who was simply trying to be a good board mmber. WE THE PEOPLE need to speak at the next election.
